Are you sure? I believe that interlacing is also top to bottom, normally. For what I know, it's just a technique that uses partial refreshes.
So that you will get an unfinished 'half frame' in half the time, by refreshing first the odd lines and then the even ones. Interlacing doesn't really mean bad quality, the problem might come when you play videos recorded with interlaced scanning in a device without proper support for it, this can lead to scenes were, which is why sometimes a de-interlacing filter is required, specially if the device is a computer.
